One File MS Excel 2003 Cant Open from Outlook 2003 - Please help

I got issue, something weired issue.
The problem is opening of only one excel 2003 from outlook 2003.
Currently this is happening only with one user and one email.
The Sender can open and edit the files properly. He is also having Office 2003 installed
Following is the error messsage appearing....
when opening excel 2003 file from outlook 2003 .............:

"Can't create: FILE.XLS. Right-click the folder you want to create the file in, and then click Properties on the shortcut menu to check your permission for the folder."

I can do right-click in outlook but NO PROPERTIES button appears on that menu.
I copied from the outlook directly but then I can't paste anywhere in that system
I also confirmed their is no restrication applied or RMS applied for this email or fileStart Free Trial
