Excel 2003 slow opening files (500pts)

I have one user who is having slowness when opening excel files both from the network and locally.

The users computer is as follows Latitude D620 dual processors at 1.8ghz, 1gb ram, Windows XP SP2, Office 2003.

When opening a file it can take sometime up to 10 seconds for a small file 1.5 mb to open. When testing this on another computer the file opened up much quicker.

Whay I have tried so far
Copied file to local machine and open - still slow
deleted xlb file and open file - still slow
excel in safe mode open file - still slow
uninstall office, reinstall, open file - still slow

Any other ideas to try short of reimaging the whole machine?
