Using COUNTIF with "complex" criteria

Assuming I have data like this:

   A      B    C    D
1 Dev, X1, X2, X3
2 Test, X1, X3, X3
3 Dev, X2, X1, TT

I want to do a COUNTIF( A1:D3, "X1") but only where A = "Dev" Start Free Trial
