Date and Time Picker when cell is clicked

I appologize if this has been covered before.  I looked in the Knowledge base, but could not find an answer that applied.
I have an excel 2000 spreadsheet, and quite simply whenever a user clicks in column B i want to have a date picker appear, and the same in column D.
