Well you can't really. Excel cannot handle that kind of operation. (least not the versions i've used)
If you think about it, if two people opened up the same spreadsheet, and both entered a different value in cell A1, and then both of them saved, which value would be right? You get inconsistent data, so it wouldn't work. Depending on the data involved, maybe a database might be useful as a data entry method? That at least allows the possibility of having multiple users changing shared data.
I don't know if using some kind of source safe type product where you can "check in" and "check out" a file might be a solution to this... possibly but probably not.

With Excel, you cannot. Only one user can be writting to a spreadsheet at one time.
