IE's Export To Excel Produces Different Values

Hello,

We have an internal web application based on PHP and MySQL that produces HTML tables of data.  The data is generated by MySQL queries in the PHP code, and the PHP write the files as standard HTML.

When you view the tables through the browser, all of the data is displayed accurately.  When using Internet Explorer and you right click on the table and select "Export To Excel", the data exports but the data is visibly different.  The same table dimensions export to Excel, but the values are sometimes higher and lower than the actual values.

Can anyone explain how "Export to Excel" gets its data, and how this could possibly be different.  When I look at the table in code view (in Internet Explorer), the tables are formatted very basically:
<table>
<tr><td>Col Name</td></tr>
<tr><td>1.253</td></tr>
....
</table>

By default, the cells in Excel are of the "General" data type.  If I change it to "Number", it makes no difference.
