I work for a printer so we must support the latest version of InDesign. However, my work involves variable data for which we us a third party plugin to InDesign which is not available for CS3. So far, we've only receive one CS3 file which was intended for variable data but I was able to export it as an InDesign Interchange file and open it in CS2 to add the variable data fields. It worked seemlessly in this case, but that was just one instance.
It would be a pain for someone using CS3 to have to export the file in order for the CS2 operator to access it, though. You definitely would not want to be going back and forth between the different versions.

You can't save Indesign files to a lower version like you can with Quark. Never could with Indesign, and still can't save CS3 down to CS2.
I would recommend everyone getting CS3 for the smoothest workflow. The only way for CS2 to use a file made in CS3 is to import as PDF.
Well, I suppose you could POSSIBLY export your CS3 file to a .inx file, then import the .inx file into CS2, but I haven't ever done such a test myself. I would certainly avoid it as a regular workflow necessity.
Indesign CS3 supports Table & Cell stylesheets which was a $299 plugin before. That feature alone is worth the upgrade to me. CS3 has been very solid for me. I recommend it!
