I don't have CS2 anymore, but this would work in CS3. See if the options are the same.
1. Create a new Paragraph Style and call it Chapters.
2. Edit the Chapters Paragraph Style
3. Clcik on Keep Options
4. There should be an option called "Start Paragraph."
5. On the drop down arrow, choose "On Next Page."
The options may be named differently between the versions but basically you're looking for the Start paragraph on next page.
