Is it possible to create a link in a PDF to a folder, or even better to download an EPS document?

Cant test this on CS3 but in CS4 this is possible,
Select the text to make a link
Go to Window - Hyperlinks
In The Hyperlink window click add new hyperlink button (next to trash can)
Change Link To from Hyper Link to File
Browse to file
Set options as required and click OK
When publishing the PDF make sure you turn on the option to include Hyperlinks.
Also remember if the path to the network drive is diffrent IE yours is maped to drive N: and theirs is mapped to M: this will cause problems.

InDesign only uses relative links, so if you attach a file in InDesign, it will export all the contents you placed in the Pagespace from InDesign.
PDF cant download its contents from relative links because it is a "Portable Document Format" which encapsulates all the Source Data.
That is why you do not need fonts, or anything other than the reader. Because everything is embedded.
But i must also say, since later versions PDF had JavaScript capabilities aggregated, which means you may "TRY" to stream your EPS from any place.
