I wonder if it were possible to link an Excel sheet directly to an InDesign CS4 document, so when I made changes to my Excel sheet, the data in my InDesign document would automatically update.
I know there exist a plugin from http://www.teacupsoftware.
Does anyone know if there is a plugin that exists for CS4 or if this is now a standard function?

If you're trying to link the spreadsheets information as a table, you can do that under Preferences > Type, and under the Links section by selecting Create Links When Placing Text and Spreadsheet Files. Please note that if you update the linked spreadsheet, the table formatting will be removed unless you use Table- and Cell Styles to format it.
