Is this possible? My goal is to be able to parse this xml from third party software that I'm writing and replicate the placeholder dimensions and positions.

Well, I did some research and have a non-answer: XML is about data, not about color, size, position, etc; If you know how (I do not) you can write an XSLT file to accompany the XML file (InDesign won't create it for you) and that will capture color, size, position, etc; What's a shame is that I tried to use an InDesign Object Style to capture that information but InDesigns XML tags only look for character, paragraph, and table styles; I imagine that if you were to incorrectly build out your page using only tables with nested boxes/frames - all tagged with cell, paragraph and table styles - that the XML might capture your desired positioning. Sorry I can't offer more help.
