Bong Soo is right, Illustrator is not a bmp solution.
What are you trying to accomplish? If you're just trying to trace something or don't care about the print resolution, you can try creating the document at less than 300 PPI. When you create a new file, you can change the raster effects to 300, 150 or 72. 300 is the best for print, but if you don't need it, try the other settings.
If you are sending the arwork out for print, you could try making the file smaller in size but use the same ratios. Keep the 300 PPI, export it as eps and send to your printer and tell them the size you need. They should be able to resize it for you. Make sure you see a sample first though.

I never use Illustrator for placing bitmap art unless I absolutely have to. I cannot honestly say that it is wrong, to do so, but I have always kept (or tried to keep) vector and bitmap art separate. My suggestion is to place it in Indesign or Quark if you have them.
