How much memory do I need?

I am using Adobe CS3 Illustrator.
I want to use a large high res JPEG.
It is 6,425 KB

Every time I try to open it or other large JPEGs , I get an error message saying:
 "Insufficient memory was available to complete this operation"

I'm running XP with 3GB RAM.

I'm sure I've opened bigger ones before.

And Yes I have tried restarting and opening illustrator as the first application.

Note: I have no issue opening an Illustrator file over 200MB

My fix was to save my JPEG out in PhotoShop as a PhotoShop EPS. It the opened fine in Illustrator.

So my question is why was I getting that error message?
