To quickly know if the stroke is "live", look at your Layers panel. Do you see "Effects" and "Stroke" beneath the circle's layer? (See screen shot below.)

Do you mean the stroke width? It depends on what you used to put the stroke on it. If everything is pixellated, you are going to have to do a lot of work. But if the circle exists as a shape layer and you applied a stroke to it using the Layer Styles dialog box, then that stroke is "live", meaning you can go back to the Layer Styles dialog and change the properties of the stroke.
So I'd need to know more about the circle to tell you how to modify its stroke width.
