Are you sure you have your numbers right? Because I can't imagine a "simple" Corel file that is 24.5mb ... and I certainly can't see that copying it would reduce it to 68kb...
I took one of the sample files (created for 6x9 paper) and copied it to a new 8.5x11 page, and it increased in size by about ten per cent; I attribute that to information regarding the relative placement on the page of the new items -- but a ten per cent increase doesn't seem that bad. Another factor could be that I don't have nearly as many fonts installed, so it substituted the default fonts. I'm only guessing, but other factors could be information tied to the new doc that isn't necessarily tied to the old one (grid/ruler, etc).
The system does have an "undo" feature (Tools --> Options, and click the General item from the nav menu), but since you have a new document, one would expect the size to be a lower number, not higher, because the new doc has no history to undo.
