How do I limit flash-loading based on date

Everytime 500 or so people a day have loaded a flash-movie I want the movie to go to a new frame with a message.
I already have a xml-variable, that tells how many people have loaded the movie, but how do I define a day.
I mean: If you are living in China the day shouldnt start at GMT, but approximately 10 hours earlier.
I need a variable that tells which timezone to start from.
Im at the bottom of this.
I hope someone can give me an idea.
The xml-variable for the number of viewers that has loaded the flash-movie would be: viewersDaily.
