How can I convert an EPS file to SWF? is there any software that I can do this?

Illustrator will allow you to save as a SWF file.  Just go to File -> Export and choose Flash (swf) as the format.  Nothing more needed.

Thank you! one thing that there are 15000 files which must get converted to SWF. I'm assuming there should be a file that I should find under Illustrator directory or its subdirs to use it in command line and using a batch file convert them all to SWF without using GUI.

By any chance do you know what that file is?

I don't know of specifics for command-line usage.  I do know that Adobe supports scripting languages for Illustrator that may do what you need.
