you can make vector shapes in photoshop, but they aren't the best vector shapes as one would want. basically what you can do though is get the basic shape of the vector and then convert it over to illustrator to smooth out the sides. you have your logo (all the following is if the logo is black on a white background) and select it by going to the channels palette and cmnd/ctrl+clicking on it. then goto the paths palette and click the little icon that looks something like /O\ the "Make work path from selection" button. that will make your path which you export over to illustrator.

Well, yes, it's that simple but the raster PSD will still be a raster image in Illustrator. If you want to actually convert the raster PSD to vector its somewhat more difficult. You can use tools like Adobe Streamline or Silhouette but the results are often not as nice as one would hope. Your best option is to recreate the image in illustrator using vector tools.
You cant just convert from raster to vector because to a computer pixels are just pixels. They dont make up any specific object. They might as well be random. Vector shapes are very specific shapes described by very detailed coordinates.
You can crop in Illustrator by using the pathfinder tools. You'd draw a rectangular shape over the area you want to crop, after grouping the items you want to crop. In reality though you shouldnt have to crop in illustrator because the tools are so precise. No reason to create an image that would need to be cropped.
