Opening jpegs with photoshop by default

I am running os x Panther,  and photoshop cs.  I want my jpegs to be opened automatically with photoshop.  I select command + I and set the program and hit change all.  But that has not worked.  Also I should be able to pull the picture to my photoshop icon on the dock and have it open but will not do this either.  If I select file:open:  inside of photoshop I am able to open the jpeg fine.  Does anyone recognize this issue, it is probably not a photoshop issue, but is something maybe a photshop user is familiar with.  I assueme it is an os issue.  Start Free Trial
