Do you have any other graphic software such as Illustrator or CorelDraw? I would probably not make the dotted line border in Photoshop. I would export the Photoshop image as a .tif and import or place it into another program that has better line tools -- and make the border in that other software. Also: InDesign, Pagemaker or Quark would work for this.

There isn't a real easy way to do this, but here are steps that generate a dotted line.
1. Select the brush tool and customize its settings via the brush palette (Brush Tip Shape tab). Say 10 pixels/Hardness 100%/Spacing 135%.
2. Select the Rectangle tool on the toolbox. On the Options bar at the top just under the Image menu, select the middle Rectangle tool option - "Paths". This creates a workpath instead of a vector path.
3. Draw a path around the perimeter of your coupon/picture/border.
4. Go to the Paths palette where you see a path named Work Path. Select Work Path and then on the flyout menu of the Paths Palette (in the upper right corner) click "Stroke Path".
5. Select "Brush" from the dropdown box, and VOILA! you should have a dotted line on your workpath.
6. You can experiment with different brush sizings and spacings.
