Watermarks

Hi,

I want to put a watermark on images, which meets legal standards, as it were, is this a "mask" in photoshop?

Also, if I put a watermark on it in photoshop, is it not possible for a photoshop user to remove the mask/watermark? I need the watermarked version to be uneditable completely, by anyone.

I am new to Photoshop, so please bear with me....
