In the past I was able to use the Windows on-screen keyboard.
First I needed to have Cyrilic selected as an available language in Windows. This is done by going to:
Control Panel > Regional Options > select Cyrillic as a language option (use the Advanced options to be sure Russian Cyrillic is installed)
This puts an icon in the system tray that allows you to switch between English and Russian. When set to Russian, Cyrillic characters will be typed using the standard keyboard. But it is easier to use the on screen keyboad. To do that I:
I could go to START MENU > Programs > Accessories > Aeccessibility > On Screen Keyboard

For now, one way round the problem is to use the character map in windows
Start Menu > Accessories > System Tools > Character Map
Choose whichever font you want, then select the letters you need. Sometimes it's easiest to select the whole alphabet.
Once you have selected the required characters, use the copy to clipboard function, go to Photoshop, click the text tool to start a text layer, chose the font size and setting etc, then paste. This will get Russian and Ukrainian Cryllic characters into Photoshop.
