Rounding image corners in Photoshop CS3 or other program

Hello Experts,

I currently use PS CS3 when working with graphics and images but if there is another program out there that will round corners easily and without too much pain, I'm interested. Otherwise, I would prefer to have an answer to this question that assume the use PS CS3

So: how do you round corners on a GIF or PNG graphic? I found what seems to be a decent walk through on how to do this to a photo but when I tried on a PNG graphic I created, it did not work.

Important: I'm a really newbie to PS CS3 so I would appreciate a real step by step answer on how this is done.

I've also heard this can be done with CSS but it seems like a bit involved and I have to believe it's easier using a program like PS. If I'm mistaken, please let me know and thanks for the help!
