Photoshop 7.0.1 opens but not the image file

Hey folks,

We have a client running a pretty standard setup, XP Pro etc nothing out of the blue.
They have two PCs with Adobe Photoshop 7.0.1 installed.

I have done a reinstall of the software on one of the PCs today to test.

JPG are associated with Photoshop. Photoshop opens when you double-click/open a JPG file BUT... the file does not load into the program. You can open the file via the File menu in Photoshop.
