How to free transform multiple images in a batch

I would like to know if it's possible to FREE Transform multiple images creating an action in photoshop cs3?

The problem is that I have over 5000 images that need to be resize to 500x500, but when I do that some of the images does not resize proportional. So what I had in mind is to create a template with the size 500x500 and send all the images to this template and free transfor to fit inside the template. I was doing one picture at a time, but it will take a really long time.

And I would like to know if it's possible to create an action to do that.
