If you want to activate only the AV to adjust the tracking of the selected characters, just select the layer where the text is placed.
Go to Window>Character to display Character Window Component if necessary.
From there, the AV is activated and you can adjust it as you want.
Note: Make it sure that you are not in the insertion mode if ever you use the Type tool.
This is just one way of doing it.

The A V window controls both kerning and tracking.
These are pretty much the same thing except kerning is the space that you put between individual letter pairs and tracking is applied to a whole sentence or paragraph.
Photoshop needs to know which letters you want to work on. Select (highlight) some text first, then the A V window will become active.
If you are spacing the letters on a wide area, try selecting all of the text and holding down the Ctrl and Alt keys, press the right and left arrows on your keyboard. This will spread or contract the letters in increments of 1/100th of an em (this amount can be reset in your preferences)
You can also place your pointer on the double arrow pointer beneath the AV and drag back and forth as you watch your text spread out and contract.
