It is a matter of resolution. If you need the image format, size and resolution to stay the same, then I think the above suggestion is probably about the best you will be able to get. Anything bitmap (ie, photoshop) is going to have SOME sort of jaggedness to it since it is drawing everything using tiny squares (pixels). If you increase the resolution (using more and smaller squares), you get less jaggedness, but it is still there even if you blur or apply other effects.
If you really need smooth lines, then you need vector art - you can try to recreate the above by either redrawing it, or tracing it using Live trace in illustrator.

The best way would be to re-draw the image as a vector image in Illustrator.
If you can't do that then perhaps apply a blur in Photoshop to smooth the edges.
