I have just concluded a four week dialogue with Adobe about installation issues with PS CS4. (It concluded with me reformatting my hard drive and starting over).
I doubt that you will have the same issue.
The very first thing to try is uninstalling the program completely. After bringing up the uninstall dialogue, look for the "Remove Application Preferences" check box on the opening page (Where you select the different components to remove)
Be sure to check that because it also has some of the installation settings.
If you still run into problems, download the CS4 Clean Up Script and try once more.
If you STILL have troubles, post back here and we'll see if we can work them out.

Maybe your installer is a multi part disc or you selected components that is not part of the release or maybe the installer is corrupted.
In any case, contacting adobe to complain about your buy would clear things out.
