I'm in CS4 but I think CS3 is the same - Try this.
When you have the Animated Gif "Window" open in Photoshop Start by doing Window > Animation ( the frame by frame filmstrip type of window)
Choose to the SLICE tool in the Toolbox.
Select the frame in the Animation window you wish the Link to be associated with.
Then go to the actual image in the Photoshop workspace and Click and drag the Slice tool to select the area that will be clickable
Then in the actual image in Photoshop workspace, now CLICK down with the Slice tool
A dialog Box opens that allows you to enter the URL etc...
Do that for multiple frames in your animation.
Then Save.
Sorry didnt proof my grammer.. retyped more clearly:
I'm in CS4 but I think CS3 is the same - Try this.

When you have the Animated Gif "Window" open in Photoshop
Choose the SLICE tool in the Toolbox.
Select the frame in the Animation window you wish the Link to be associated with.
Then go over to the actual image in the Photoshop workspace that is represented by the frame thumbnail, and Click and drag the Slice tool to select the area that will be clickable
Still in the actual image in Photoshop workspace, now CLICK down with the Slice tool

That doesn't work...or I'm missing something.
I have to slice the entire header that contains the animation.
Now, when I try to slice the pictures and link them, I am only allowed to do one at a time.
When I slice and go to enter the next link, the previous link is there. When I delete to reenter the new link, the previous link is deleted.
so you are animating three images in PS to create a GIF and you want to hyperlink these three images to different links......right?
if yes then im afraid it's not possible with PS, reason being, the resulted GIF is a single image file, and you cannot hyperlink a single image to different hyperlinks.
it can be achieved using Flash only, where you can treat the three images as three different movies and can hyperlink them separately using actionscript.
the slicing tool is to "divide" the image into different parts and then you can link these different parts to different links, but it doesn't work with the entire animation.
nopes......
but this shouldn't be difficult if you are even beginner in Flash, check out this tutorial

I would do that via HTML once you place the graphic (Gif) in your page.
Select allOpen in new window
