You're screwed.
I'm sorry. I just spent an hour and a half developing and testing a rather elegant tutorial on how to use the custom shape tool and typing in degree rotations to build a pie slice by slice in Photoshop. It's really quite nice actually.
Then I reread your question and saw that you were working with Elements. Drat!
Okay, all is not lost. I just don't get to show off my fancy tut.
Yeah, it would be nice if Elements or PS for that matter, had a dialogue box that let you enter the number of pie slices and it would take care of it for you, but it doesn't.
The best that I can offer is to use the Polygon tool. Type in the number of slices that you want. Then on a new layer, draw the polygon the size of your circle. The points will mark the exact place to put your lines, already divided up and spread out evenly.
If you hold down the shift key as you draw, the Polygon is constrained to being equal width and height as you drag. If you hold down the Option key as well, the Polygon will draw from the center (you did mark the center of the circle didn't you?) outward.
Not the perfect solution, but a whole lot better than trying to figure it out on your own.
Darn, it really was a nice tutorial too!
