if resterize (i think that's how you spell it) then you can add a new shape however it does make the old shape uneditable. Best is to just make two layers and group them.

I'm not sure if it's possible in Elements but in the full version there's a little row of buttons to the right of the shape below the Apple Menu at the top of your screen. They're labeled, if you roll over them with your mouse as, shape layers, paths and fill pixels. If you click the fill pixels button it'll do what you want. In the snapshot the fill pixels button is checked for the shape tool.

I don't think that this is possible. But you can add both shapes and then marge the layers to have these shapes in the same layer.
