Anytime you open any file in PSP, it will have a background color showing (what do you expect, to be able to see through to the desktop?). In the case of a transparent GIF, this color is set to be the transparent color, so when saved, the file comes out as you expect. To view the GIF in all it's transparent background glory, just double-click it in Windows Explorer, and it will display properly in Windows Picture and Fax Viewer (unless you've changed your default GIF viewer in Windows.
There are programs like Gimp, that when you open a GIF, the background appears as a "checkboard" to let you know that it's transparent. PSPp doesn't do that.
