Blurring the edge of an image

I am designing a program for an anniversary celebration and need to know how to crop an image in an oval shape and give it a blurred edge so that there is not a sharp contrast.  I took a Photoshop class about five years ago and know that it is possible to do this, but have forgotten how to do this task.  I recently purchased Photoshop Elements 5.0 and want to know how to do this with the abbreviated version.Start Free Trial
