Photos - Is there a program that adds glitters, decorations, fun, cute stuff to the photos?
As above. Is there a image program that adds glitters, designs, fun icons, cute stuff to the photos?
Meaning just click to add designs and decorations to the picture photos.

There is a very versatile graphics editing program, PaintShop Pro, which can do almost everything that Photoshop can do, for a fraction of the price. It is very affordable. It has a feature called 'tubes'. Tubes are like stamps: you can do them one at a time, or hold down the button and lay down a string or row of them. PSP comes with a nice variety of tubes included (or maybe available as downloads from Corel), and you can google for them and find a tube for just about anything.

Yes of course. Do you have photoshop? You can have an 'action' on photoshop which will apply these effects to any layer you select. Now you can go look up tutorials on how to add these effects, for example the glitter effect, and 'record' this as an action in photoshop. Once you have your 'action' record all you have to do is select the layer you want the effect on, run the action and it will do it automatically. You can search for photoshop actions on google and download them ready to go. If your not comfortable with photoshop this would be your best bet!
You can also do many automated effects with 'styles' in photoshop. Again you can find a tutorial for what you want based on styles (there are many for glitter) and create a custom style in photoshop that will automatically do this.
Actions are more powerful since they can also process styles on layers and do other things like place icons on your page. Styles are better intended for doing things like adding glitter to an object or text.
