Basically I need the equivalent of MS paint, but without the title bars or borders around the image content. So when I open an image using the program I seek, all I see is the image itself. The surrounding program is invisible. Does such a program exist?

Irfanview is an excellent recommendation.
I have an older copy of LView, and it does this by default - for example, double-click on an image (with LView set as default viewer for that image type) and it opens in full-screen mode. http://www.lview.com/

When you click on View the top 4 show/hide various things.

Hmmm... I think the Picasa viewer does something similar to what you're describing. It opens pictures in a "full screen mode", only the pic is normal sized. The rest of the screen is semi-opaque and backgrounded, then there's an {X} in the top right corner and a toolbar at the bottom. No other borders or anything.
Again, I don't know what LView's latest version does, but my older copy opens a photo fullscreen - every portion of the screen is used for the photo and there is no toolbar, {X}, or anything else visible. In slideshow mode, it does the same, but can also display filename across the bottom of the photo if you select that option.
Right, that's exactly what I'm talking about with LView - from monitor edge to monitor edge with nothing else showing on screen - like below (that's a photo, as shown in LView's full-screen mode):

Here is a picture of my desktop. See the picture of the cute little cat being displayed in IrfanView? That's almost what I want. But see the gray borders around the picture that IrfanView is adding? I don't want those. If those were gone, I would have a solution. Note that the picture is being displayed in its actual size. IrfanView is not stretching it or making it fullscreen.

Just saw this. None of those is the answer. If you want to make a post stating that it seems likely that no well-known commercial product can do this, I will select that as the answer and award points. I really don't like the idea of responses that are clearly incorrect being marked as the answer tho.

leherrou, if you read that again, it implies that IrfanView CAN do this, and he'd be suprised if there was anything ELSE that could also do it. Which is misleading, since IV cannot do this.

Irfanview does this, under view you can turn off everything

Only problem is every time you open up a fresh image the menu bar comes back up however its still pretty bare (nothing else, just the menu bar) and even with that theres a quick shortcut to turn it off again, Alt, Shift, M.
I'd be surprised if there was anything else that can do this.
