I have a jpeg  image that has these properties
pixels  800x469 pixels
docuemtn size
266667.752 inches x 15633.96 inches at a resolution of 1 px/inch

How can it convert this so I can use it in photoshop

run fast image resizer to change the resolution then import it directly ?

No conversion should be necessary, you should be able to directly open it in Photoshop. If Photoshop has been set to see only one file type in a directory in the File-Open dialog box, you can set it to "All File Types" and then you can see and open your JPG image.

Once you've opened it, if you plan to make any changes, I suggest you "Save As" and save it as a PSD file.

Photoshop will definately open it, but the size is all screwed up.  1 px/inch is too big for me to use in my project.

Well, despite what Photoshop says is the resolution, the true resolution is 800x469 pixels. You can set that to 1px/inch, or 300px/inch, or whatever other size you want, In Photoshop you change this by going to Image -> Image Size, and enter your desired pixels per inch. What's the project, and what is the desired size?

I want to create a new image with a black background this is 9 inches wide and 2.75 inches high.  This fish image needs to be placed in that new image keeping the same proportions and it's highth needs to be 2.5inches and what ever width keeps the proportions.  I want this image to feather into the background you can see any demarkations in the final image.

Did I  explain it OK...hope so!

In Photoshop, go to File -> New, and create a new image with the dimensions you want. You make the background black by either setting your background color to black before you do this (and then select to use background color as the background for the new image) or by creating the image with a white or transparent background, and then coloring it in with the paint bucket tool.

Then, open your fish image and drag it into your new image. You can resize it there as needed (or you can change the size before you drag it in, using the directions on resizing I already gave you).

Then, to feather in the edges, select the paint bucket tool, set it to Gradient, and set that tool to go from "Foreground to Transparent". Set your foreground color to black, and use the tool to gradually color in the edges of your fish image until they match the black background you created in the first step.

Thank you for all the help.  I got it to work...I will have to put some time in it to get the fish pic to smoothly fade into my black background...but I think I understand the process.  Thanks to you BOTH!!
