Moving & resizing an image

We are developing a web based ability for customers to upload images for the creation of Ad's.

We need the following capability.

Once an image is uploaded, we need to show the full uploaded image with a dotted box overlayed on the image that shows the size of the image as is available for the Ad. The customer then needs to be able to do one or both of the following:

(1) Move the dotted outline image over the picture indicating the portion they want to "crop". Note that the dotted outline will be a FIXED sized rectangle.

(2) Drag the image borders to resize the image, The dragging will maintain the original aspect ratio. The customer can make the image larger or smaller. It would be good to allow any corner to be dragged but probably the lower right would be sufficient.
