Looking Working with icons program

Dear Experts,
Windows XP w/SP2

I am looking for a program freeware (If this is a good one) or payware if I do not have options, to manipulate icons, I am newbie working with icons&
My problem is I need to convert the icons located in: C:\WINDOWS\system32\SHELL32.dll to size: 16 x 16 with transparency
I extracted the icons using IconFilter

Now ResourceFilter (Successor of IconFilter)

Then I extracted all the icons from the dll above and saved as .bmp, the icons size were:
32 X 32 pixels, I had to changed its size using Adobe Photoshop to 16 X 16 pixels, but it left a background (white)

Once again I used IconFilter but this time I saved as ico, there is no background but the size of the icons are 32 X 32 pixels and I do not what to to in order to change its size to 16 X 16 pixels.

This is the result:
