Date and time stamp in pictures

Does anyone know of a program that will show the date and time of a digital image?
I am trying to find out the exact time and date a picture was taken and am not having any luck finding a program and am not sure what it is called to google it properly. Any help or a point in the right direction would be appreciated.

If you right-click on the photo and select properties, choose the Info tab and this is a sample of the info you can get.  It does however depend whether the image was saved with this info intact:-

moorhouselondon is mostly correct, but I don't think he emphasized the fact that most digital photos, especially those taken with older and/or cheaper cameras, do not have the data intact.

If the photo is on a website, it is not likely that the data is there, if the photo is over 5 years old, it is not likely the data is there.

Of course it also depends on whether the camera owner was bothered about setting up the date/time when buying it (or after replacing/recharging the batteries when they conked out).  Thumbs Plus also allows you to strip out the info so there's quite a few things getting in the way of your aim.
