Is it possible to extract cut information from image files?

Is it possible to extract missing (CUT) information from an image file?

For example I scanned in the attached image using my scanner, I then cut out the product key using irfan viewer, is it possible for someone to take that image file and reveal the cut product key?

the essence is...

if you save the file as "FLAT" image such as tif, jpg, png, or any other bitmap type image, nothing underneath will be extractable.

if you save it with layers preserved, then it will be manipulable.
