How to Combine TIF files

I have a series of aerial photos of my community that are in a TIF format that are of a great resolution.  I would like to put these photos together to make one master picture.  Is there a program out there that will allow me to open up these multiple photos, line them up side-by-side, and save them as one master tif file?
