Aspect ratio is another way of saying proportion. It describes the relationship between the horizontal and vertical proportions. For example, a standard monitor has an aspect ration of 1.3. This means that the width is 1.3 times the height. So, if the height is 3, the width must be 4. It is often wriiten as a ration, like 4:3. In this case, 1.3 = 4:3
In your case, the 0.7 means the width is .7 times the height, so the if the height is 1, the width is 0.7.
In short, the height of your text is squashed to 70% it's normal height.

Sounds like we're talking about distorting text by stretching or squashing it. There are several ways to do this - by the main controls are on the toolbar at the top, when the text tool is active. The icons up there are self explanatory...bu ask if you need more help.
