What is the best way to compare two scanned PDFs for differences?

I am in need of a software that can compare scanned documents for differences.  I receive long legal contracts in various manner (scanned and emailed, faxed, xeroxed hard copies) and I need an efficient manner to compare the documents to see if a vendor changed any wording.  I have tried the compare function in Adobe Acrobat 8 pro and Compare Suite and they work fine with files that came via "print to pdf" but they are not able to do the job with scanned documents images.  Start Free Trial
