Developing Flash content for a mobile device will depend on the version of player on the device. Most will have Flash Lite 1.1 which is basically like developing for the old Flash 4 player. If you leverage any action script, it will need to be written in Actionscript 1, not 2. If you have Flash MX 2004, you can use the tempates included for the screen size, just be sure to publish the resulting files for the correct version of the player for your target device.
