How to run exe file in html

I have an flash exe file start.exe I don't have the source code for this.

I want to open this file in my index.html

Is that possible? If yes, how?

Note:  I create html files using Dreamweaver.

Yes. It works. But I want this as my homepage.

So, when the user types www.website.com, this file should run.

Any ideas?

Um...  A website executing an EXE file???  Doesn't it sound like a security issue???  
As far as I am aware, that is not possible...  A web browser will block such attempt...

as far as i've seen, you will be asked if you want to run it? and you'll get the security pop up, but i have seen it done, and i've run installers from my website.
