Browse All TopicsWe are running a Windows 2003 Server with Terminal Services. Having trouble getting flash player to work for users. Have installed as an administrator but it still requires users to install the plugin when they go to a flash website, and they do not have the rights to do so. Anyone know of a way to install it through the admin account so that all users have access?

This didn't work for me either. As far as I can tell, Flash needs to be installed on a per-user basis. I uninstalled Flash then reinstalled it as an administrator with the standalone installer but non-administrative users still get the ActiveX popup and still can't install it because of their permissions.

built a new PS 4.5 W2K3R2 server and installed Adobe Flash, published IE 6 and it worked fine for non-admin users. I did a change user /install before installing the Active X control.
If you already had an earlier version of Adobe Flash installed you should read below.

The following solution involves the Windows System Registry. Editing or manipulating the registry incorrectly can result in serious system damage which may require reinstallation of the operating system. For each of the following registry keys for Flash Player:

1. Right-click the key, select "Permissions"
2. In the Permissions Dialog click the "Advanced" button
3. Click "Add"
4. Enter "Everyone" and click "OK" to accept
5. Select "Allow" for the "Query Value", "Enumerate Subkeys", "Notify" and "Read Control" permissions. Do not change any existing permissions.
Warning: Do not give Everyone Write permission on this key, as doing so may introduce vulnerabilities.

This method may work for others as well. It's a bit easier I think because you don't have to open up regedit.exe.

I just did this for Flash 10d on a terminal server.
I ran the uninstall tool - then rebooted just for good luck.
Installed new Flash10d - from downloaded version - using Add-Remove Programs.
Worked fine for admin but not users.
Based on Brian Madden link I then registered the OCX file.
THe file is now called flash10d.ocx - so have to find that not older flash.ocx.
After registering the OCX it now seems to work fine for a non-admin user

are you sure its a permission issue ? try to uninstall flash then reinstall.
