Convert WMV 9 (MSS2) to FLV

I have been able to find only very miniaml infomration on this with extensive time spent on google and tech net as well as reaching out to several colleauges.

I have a WMV file that I need to convert to FLV.  I used the same settings to convert the file that I had weeks before with a video from the same vendor (don't worry, licensed to use, edit, and redistribute) using Flash Video Encoder.  The first file worked fine.  The second one converted audio and the entire 20 minutes of video stayed static on the first frame.  I tired using Riva Encoder, which errors out.

When I try opening the file in VLC, I get the following error:

VLC does not support the audio of video format "MSS2"> Unfortunately there is no way for you to fix this.

(Love the error message by the way)

After much research online what I can glean inidcates that this was a default encoding with Windows Media Encoder 9.

Can anyone offer suggestions of a tool that would work or additional CODEC that couuld be installed to fix this?
