flash movie will not autoplay when served by IIS

Hello All,
I have a swf animation file which will load and play automatically when deployed to web server A and accessing the file from my laptop and IE) but when the same file is copied to server B and I try to access the file again it will only load and I have to manually select the option to play the file. the swf file is located under the target web with the invoking html file and the ac_runactivecontent file. (see Code Below for these two files)

Note: I notice that if I map directly to the file location in explorer and then open the file with IE on either server A or server B from my laptop then the file will load and autoplays as expected. so it appears to be something with the way IIS is handling the file on server B but I have compared the settings between the servers and they seem to be identical, any help would be appreciated on how to troubleshoot this issue since I am not familiar with flash/shockwave. (Thanks in advance)
