MP3 to MPG

I want to convert my MP3 files to MPG, so I can write to VCD and play with VCD player.
What the software can combine MP3 file and a picture file (BMP,JPG,PCX or others) to produce MPG (Audio and picture) ? It's better if that software can run from DOS command line so we can make a batch program.

FLASH 4 now supports MP3 !!!
it's also make the program executable, further you can make the batch program to run the exe file !!!

Xing MPEG encoder will convert *.mp3 files to *.mpg files.

I used Xing encoder. It's a great tool.
But...
The MPEG1-VCD encoder create a file with the standard video data rate, so the file is too big than the audio stream file only.
My main idea is how to make VCD 2.0 from CD-R with lower video data rate and with standard audio MPEG-1 Layer 2 and It's can play from VCD player. I don't care with the video out. I just want to hear the music from VCD with more longer play time than the standard VCD.
Is it possible ?
have you tried Dvmpeg? I think it's better than Xing.
