Are there a program to use the use the TV as PC-screen with a MPEG-card? Somebody told me there is, but i don't know the name...

If you do not need a card with a built in TV tuner try an "ATI Xpert@play"
This has a TV out and plays MPEGS pretty well.

I believe All Windows operating system's support this... Although you will need to run in a lower resolution as your television may not handle it.

Okay, you are talking about multiple monitor support, and you are right, windows 98 does support this natively and you will need special drivers from the hardware manifacturer for the other operating systems.
However, you can use the TV as the primary out, (i.e. the monitor displays the same as the TV) on all Windows operating systems providing you have a video card with a TV out.
Try the Voodoo 3 3500 tv. It's the video card I have, and it's reasonably good. It has a tv tuner, and radio tuner. Along with that, it comes with a pod, that allows you the following; S-Video out, Video out, Sound Left out, Sound right out. The pod also has the same features for input, video in, sound in and so on. Aside from that, you can watch tv on your cpu or listen to the radio... The capture capabilitys are good. I record from the tv at 29.97 or 30 frames a second, and it comes out pretty good. Good luck.
I have not used many MPEG cards myself but does it have a TV-out jack?
If not then you might as well accept an answer or delete the question.
If it does then you should be able to plug it into a TV set and it should run.
If you have 98 you might need to install the WinTV stuff.
(it is in add/remove programs)

If the card has a tv-out jack you should be able to do it. I think W98 supports it, don't think 95 does.
